State Water Plan

What is the state water plan?

Under Utah Code 73-10-15, the Division of Water Resources is required to periodically publish a state water plan. Each state water plan strives to identify current water use and future demand throughout the state as well as provide recommendations for policy, fiscal support and implementation of findings by governmental and private institutions. The plan is the culmination of data gathering, modeling and collaborative efforts with a diverse and balanced group of stakeholders at the state and local level.

Who works on the state water plan?

In compiling the state water plan, the division works with a variety of stakeholders from agriculture and other water dependent businesses, conservation organizations, recreation groups, government entities, academia and the public.

Additionally, the Utah Legislature passed HB 280 in 2024, which directs the following state and local entities to collaborate with the division to develop the plan moving forward:

    • Division of Water Rights
    • Utah Geological Survey
    • Division of Wildlife Resources
    • Division of Forestry, Fire and State Lands

    • Division of Drinking Water
    • Division of Water Quality
  • Office of the Great Salt Lake Commissioner
  • Colorado River Authority of Utah

Local

  • Water conservancy districts 
  • Watershed councils

How often is the plan updated?

2024’s HB 280 requires the division to update the state water plan no less frequently than every ten years. Each update will build upon the previous plan to help ensure Utah’s water future. The division has an internal goal to update the plan more frequently, every five years.

How can I get involved?

We are seeking public involvement throughout the process as we update the state water plan. Here are some ways to suggest ideas and get involved:

  • Sign up for email updates (coming soon!) and participate in the public review process when it occurs
  • Get involved with your local watershed council. Watershed councils will contribute local information to the plan such as unique challenges and needs

2021 Water Resources Plan

2021 marked the last publication of a state water plan. This plan was the result of years of data gathering, modeling and other collaborative efforts to identify when and where water will be needed throughout the state.

The plan focuses on the following three principles of water management: Reliable Data is needed to make informed water management decisions. Obtaining a Secure Supply of water to meet future needs requires a comprehensive approach. Healthy Watersheds are necessary to ensure the viability of the state’s precious water resources.
